I use Zipcar and haven't had a bad experience yet. Sometimes you have to walk a few blocks further than normal to get a car (if you book too late) but i've always found a car within a reasonable distance. Cars are generally all quite new/tidy and I have yet to pick up an empty (of fuel) one. Yes, you over compensate a little, time wise, and get used to the sweaty-palm syndrome when you come up against a wall of traffic. Set up very easy and all done by phone (no sending licence off or anything). Before using Zipcar I had a car that was depreciating by something like £200 a month while driving it under 25 miles in the same period.
