Anuj, you can apply for a temporary permit (up to 6 weeks) at £5 per week as a new resident waiting to receive documentation to apply for an annual permit. Quickest way of obtaining is in person. http://www.ealing.gov.uk/info/200931/parking_permits/1498/temporary_permits_dispensations

In the same situation a few years ago, I applied for an annual permit and the V5C arrived in time.  From memory, the online application for the annual permit allows you to print off a 21 day temporary permit.  However, I've no idea what happens to your application if you don't meet the 21 day time limit.
