"not sure if they ever got planning or not." Planning permission was agreed in principle on 16 January 2014, subject to various conditions and agreements. Formal planning permission was granted on 17 December 2014 "subject to a legal agreement". I assume that refers to the Section 106 agreement also dated 17 December 2014, which included money to fund consultation and, if agreed, an extension of controlled hours in nearby CPZs. It says "[The Developer covenants with the Council] that it warrants and confirms that as at the date of this Deed it has sufficient control of the Land to implement the Planning Permission." So how does that tally with the report than Picturehouse don't yet have access to all of the site? Perhaps that agreement hasn't been signed yet. |
