Drag and drop is the easy way to get multiple launch buttons, so worth trying to get it to work.  You said that Pin to Taskbar said the link was already there, which is why I suggested checking the shortcuts in the Taskbar folder and removing the one not showing on the taskbar.  Then trying to pin it again.

You could also just have both websites on the Favourites bar when you open IE, or you could have both set as home pages so a tab opens for both of them.

You could also create a shortcut on your desktop to a website (Right click, New shortcut), and you can also pin recently viewed websites by right clicking the IE icon, and then using right click to start IE with one of your pinned sites.
