In the short term I would suggest running until 7.30am in the morning and starting again at 9.30pm. The Piccadilly doesn't really start to reach capacity until after 7.45am and later running in the morning would encourage more District line users who switch to the Piccadilly line to travel when the line is less crowded benefiting the users of both lines. In the evenings there isn't really an issue with overcrowding, in fact I would guess there is a lull between 9.30pm and 10.30pm.
