Alastair, you have completely missed Francis' point. If some types of cannabis was legalised adults would probably generally switch to legal brands. For teenagers, particularly boys, these would immediately be seen as not 'street' enough. Francis wasn't suggesting criminalising use but pointing to the fact that in recent years targetting distribution does seem to have reduced the number of children suffering from psychosis as a result of cannabis use. Talk to a senior teacher at a local school if you doubt this. You also seem to have a misconception of the health impact of skunk. In a lot of cases the result is irreversible mental health problems so any medical help may come too late. I can't comment on what is happening in Portugal and Amsterdam but it does seem to be the case that here in London the response of the authorities has reduced the scale of the problem. I have no doubt that it would become much much worse if the measures you are suggesting were implemented. |
