Dan, when I was Operations Manager at St Charles hospital in the early 90's, we ran an out of hours GP service which covered the patients of approx 140 GP's in North west and South west London.I had 20 Health Emergency badges which I would issue to visiting GP's for use on their cars on a daily basis.These badges allowed them to park virtually anywhere, and nobody was ever issued any type of penalty.Conditions of use may have changed since then, but that's the way it used to be.
