In the last Borough Council a question was asked of the Leader, Cllr. Steve Curran by the Leader of the opposition, Cllr Peter Thompson as to " the criteria used by the council to identify which areas had and would receive wheelie bins?"

I respond on behalf of the Leader of the Council with the following answer:

Wheeled bin Introduction July 2013

Selection process:

Cabinet approved a trial of wheeled bins in February 2013. This specified one collection vehicle operating 5 rounds across the borough, 1 on each day of the week.

The roads were selected by the Resource and Recycling team based areas with low participation in recycling services areas with reported incidences of spillage/black bags being ripped open by     animals/birds or areas that had a number of suitable properties – large enough front gardens.

Criteria:

All roads were surveyed in 2011 and selected roads were resurveyed by the resource and recycling team and then again by SITA managers to check suitability.

There were some minor changes to the originally proposed roads where unsuitable properties were found. The criteria used to be deemed unsuitable was  – when more than three steps to a front door, less than 1m2 front garden and narrow streets with parked cars preventing standard sized vehicle access (there is a narrower vehicle that collects black sacks). If more than 30% of the properties on a road were deemed unsuitable the whole road was removed from the list.

Selection process:

Cabinet approved a further trial of wheeled bins July 2014. This specified 3 more vehicles adding 15 collection rounds (3 per collection day). To make the service efficient it was essential for the vehicles to operate 5 days per week and therefore collect across the borough.

All councillors were contacted to suggest areas in their wards that would be interested in received the new service – August/September

Contact was received from two Chiswick councillors stating their area was unsuitable – these were from Chiswick Homefields ward. This was taken into consideration and no roads from this ward were included. A number of councillors across the rest of the borough requested specific areas be included – these were accommodated where possible.

Since the first trial a number of residents had also contacted the team requesting wheeled bins, where numerous requests had been received from certain road/areas they were accommodated.

Roads needed to be located within close proximity o each other to minimise travelling time (and emissions). Where possible effort was made to ensure the rounds created didn’t result in isolated roads remaining on black sack collection, which would again increase vehicle movement and inefficiency.

Criteria:

Every road in the borough was surveyed in 2010.

Before introducing wheeled bins the proposed roads (developed from Cllr and resident feedback and officer knowledge) were resurveyed in September 2014 by the resource and recycling team and then again by SITA managers. Each round can collect between 1200 and 1500 properties per day so in some instance it was necessary to remove roads

If a resident challenged eligibility extra visits were made and the address resurveyed by a different recycling officer to ensure fair treatment and consistency across the borough. For example Newton Road and the Glebe estate.
