If you're going to book a cruise, and admittedly I've only been on one in Alaska years ago, there isn't really any point in cutting corners on your room. Being higher up, aside from having a view, is more stable than below in the event that sea motion may be a problem, and if you've got a deck, well, you do spend a fair amount of daylight time on the ship where just watching it all go by in your own space can be very enjoyable aside from the fresh air you won't get at a lower deck. Like a theatre ticket, if you spend X for a poor seat, you might as well spend X and a little bit more to get maximum value from the experience.
