http://www.bbc.co.uk/news/uk-wales-north-east-wales-30648504 I definitely think that action should be taken about dogs that foul playing fields. As mentioned earlier the people who don't pick up are also pretty likely to be those that don't worm their dogs.  Check out the info on toxocariasis.
