Thomas, Russell has done an awful lot of work on this, and what he says is mostly supportable by studies. A couple of his conclusions have ben challenged here on the forum as drawing too much of a linear conclusion from some studies, but in essence it is a genuine cause for concern and Hounslow should have done some research into the correct lights for the job before the 25-year, £350m, 'Hounlsow Highways' PFI. The lights (Philips Stela units) that Hounslow were presented with by 'Hounslow Highways' (ie Vinci Ringway, based in the British Virgin Islands, whose accounts say that after the £350m government PFI deal, they lost £200,000+ and so received a tax credit for that) are generally accepted to be for motorway use - not residential streets. Research done by Hounslow Council before the lights were installed? None. |
