David, I think Dan is right. The statement (if memory serves) was made based on the fact that it is proportionately cheaper per road to introduce a CPZ Grove Park wide than on a road by road basis. I think it was said that there are also budget issues and how much one can spend when introducing a change. Grove Park wide means more money and this goes over a certain sum (forget how much) but on a road by road basis, this is not the case and this can therefore be done with less scrutiny. On an anecdotal basis, I walked up and down Elmwood Road this morning between 10 and 11AM and counted over a dozen empty spaces. This despite builders' vans occupying at least a half a dozen spaces. Makes one wonder about some of the pro-CPZ arguments... |
