Richard Cllr. Mayne was asked dozens of times to carry out some official research into numbers of cars in the car park, and in Park & Staveley Roads. That research could have shown numbers, ownership, how many spaces there were, and so on. He point blank refused to carry out any research before and after introducing car park charges; before and after implementing the CPZ. Councillor Paul Lynch made it even clearer, he wrote in one email that such research would be "an expensive waste of public resources". Councillor Lynch is a strong supporter of an area wide CPZ, but not backed by any research. He just believes we should have it. The GPG did carry out research into numbers during late 2012, but whenever these numbers are used, they are criticised for being "biased and made up to support the anti-CPZ view". So you really can't win can you? For what it's worth, the GPG group did count parking spaces in Park Road before and after Car Park charges were introduced in December 2012 (Councillor Mayne also refused point blank to do this). In September / October 2012, average of 28 free spaces available in the morning; 67 in the evening. (These numbers were officially published at the CAF in November 2012 so they were recognised). In December / January (after Car Park charges were introduced but before CPZ) there was an average of 27 spaces in the morning; 57 in the evening. This showed two things: 1. Councillor Mayne's personal theory of "massive displacement" from the car park into Park Road was total nonsense. As we all knew it was. There was never any displacement of commuter cars because there were never any commuter cars in that car park, as we all knew. 2. There were always plenty of spaces in Park Road. They never needed a CPZ in the first place. 72% of them park in their driveways. The whole thing was simply cooked up, and all local objection was deliberately ignored. The council are going to put CPZ across the whole of Grove Park, and they don't care that the overwhelming majority of residents are firmly against it. Residents' view count for nothing. This is their policy. |
