I've never received any letter or email from BT suggesting that SmartTalk is no longer operational, although the forum debate at this link confirms what you are saying :

When I log onto My BT account it is still showing that my package includes SmartTalk, albeit premium rate numbers are barred, but not international or mobile numbers.

To be honest I'm not quite sure what it all means, because I've never used SmartTalk to call a UK mobile (either from the UK or abroad) which seems to be the specific issue here, although the fact my online account shows I am only barred from using SmartTalk to make premium rate calls, and not barred from international or mobile calls, suggests otherwise.

Certainly I am presuming the use of SmartTalk to call UK landlines when abroad is still free, I'll find out the weekend after next as I'm in Berlin.
