I don't think there's any question of opinion shifting.  We always knew that if one to two streets adopted CPZ more would need to follow - that's why the Hounslow policy was that CPZ  should not be adopted on a street by street basis.

Sadly, that policy was dropped, and so it is no surprise that streets neighbouring the new CPZ (introduced as a sop to the introduction of parking fees at Chiswick House) should now seek CPZ in turn
