If leaflets do not already exist, simple instructions could be printed LBH on one side and LBE on the other which would cover most purchasers.  Perhaps legislation is going a bit far - maybe just a request from the authorities.

There should also be a note that, if trees are not collected on a designated day, they should be removed by residents until the next one.
