The council have no idea who puts out only one sack so it's the same rule for all. The crew know though since they're the ones who are collecting it. Perhaps they're using practical common sense and it's easier and quicker for them to throw a sack into the truck than to use a bin lift. If there's nothing in sacks to attract foxes and rats there's no problem. If there is perhaps they won't? |
