The top tier of managers - they take the big bucks, they have to take the responsibility, but as they successfully covered their tracks that seems a forlorn hope. I would ask though if anyone raised these issues and got ignored, by whom and why. When I think of the number of complaints about the way they worked, and I certainly made some even though I am not a tenant, I do think councillors could and should have been asking some very searching questions. To watch Hopeless Homes or one of their contractors work was an education in hopelessness.
