Report to be submitted to the audit committee on Thursday regarding the council being defrauded "out of hundreds of thousands of pounds worth of materials and labour by staff at Hounslow Homes". Details include "routine theft, private jobs, work done on employees and friend's homes, jobs dished out via family connections, a culture of bullying, domineering and controlling sexual harassment, and abuse of hospitality and expenses, with managers enjoying jollies such as rugby matches and days at the races".

The CPS had decided no prosecution was possible "because of the way the early stages of the investigation in 2013 had been mishandled by, er, Hounslow Homes' senior management!"
