Aviva is another insurer that does not appear on comparison websites so might be worth a check. 

Although the hike is probably due primarily to the 75+ factor, has your mother double-checked all the information used as the basis for insurance quote?  Annual mileage; market value of car; use (just social, domestic and pleasure?); excess, voluntary and compulsory; no unnecessary add-ons.  I found protected NCB was the one my insurers had picked on as a way of hiking the price this year.

Over the last few years, usually having a 'conversation' with the current insurer produces a better deal at renewal than going elsewhere....  If you manage to speak to them!
