Maggie - apologies if I'm missing something. I appreciate the point about having small children but, as stated earlier, the Bollo Lane entrance / exit is only closed on fireworks' night from 6:30pm to 7:45pm - in fact, it re-opened around 7:30pm last night. So bearing in mind the 15 minute display starts at 7pm and it takes several minutes to get to the spectator area from Bollo Lane, you could still access at what I'd class as a short time before the display. With then just a 15 or 20 minute wait after the fireworks to exit. Which seems reasonable if part of a large crowd, necessarily restricted to one area?
I don't know what the safety reasons for the closure are but I imagine it relates, at least in part, to the fireworks' "fall out zone" during the display. The current internal route inside Chiswick Business Park from Bollo Lane goes right past Building 9 where the fireworks are set up on the roof. Add to that the relatively narrow staircase you have to use inside the Park on that route plus the large crowd involved and you might want to avoid keeping open an entrance with the potential for a large last minute rush of people? Anyway, apologies again if I've misunderstood your point.
And that crowd at the very start of last night's display:
