I'll wait to see the details but I'd be surprised if changes to Chiswick Roundabout and Kew Bridge will address rat running through Wellesley Road and Stile Hall Gardens.  If they improve pedestrian use for the area, this will likely increase traffic delays and encourage more rat running. In my opinion, ultimately the only way to remove rat-running on these streets would be to block through traffic with appropriately placed no entry or one way signs.  The streets would then be used only for residential access rather than a capacity relief route for Chiswick Roundabout.  That would certainly mean some residents would have a longer route to leave the area and I'd anticipate there would be a difference of opinion between people preferring ease of access and those who would like less busy streets but I don't think it is possible to have both.
