I'm not sure when the detailed proposals for Chiswick Roundabout/Kew Bridge will be available but I'd be surprised if they did anything to reduce congestion. Changing traffic light timings is just "robbing Peter to pay Paul".  They can't do anything about the bottleneck of Kew Bridge without replacing the bridge and expanding the roads on the Kew side.  Increasing road capacity doesn't do anything in the long term anyway as it will just end up congested again. There might be changes to make the area more "people friendly" given the new residential developments on the Brentford side of the roundabout.  For example, crossing the road by Kew Bridge station currently has 4 separate light controlled crossings with "sheep pens" in the middle to get across about 20m of road.  Many people therefore don't bother and cross by the most direct route, dodging cars on the way.
