Rail management are incredibly aware of confrontation.

The merest suspicion, and all rail employees agree to a policy of random testing as part of their contract, will have resulted in a suspension and the BTP being called to collect a breath specimen from  the individual. If you refuse the test it is assumed you are positive and summary dismissal and potential court action results.

Unless they were being particularly dumb, the managers would have followed protocol. he has a case if they did not.
