I feel that the simplistic one-size-fits-all solution is wrong and regret that I was issued with a wheelie bin in the first trial. However, residents and the refuse collectors can and do come up with their own solutions to mitigate the problem. For some, their wheelie-bin remains as a monument most of the time and they will sneak out of their houses with their half-supermarket bag of rubbish and deposit in a neighbour's wheelie bin. The rubbish collectors often also pre-screen and consolidate wheelie bins by taking out small bags and combining them into other bins so fewer bins have to go through the time-consuming lifting and tipping process. Sharing of rubbish may also occur when one household has to dispose of an unusually large amount of packaging (a new fridge say where the supplier doesn't take away all the packing) and one wheelie bin isn't enough that week. (Woe betide anyone who overfills a bin and leaves the lid open more than a minimal angle - the bin gets left full with a notice indicating how unsafe it would have been to empty it...) One-size-fits-all has a cost in providing too many surplus unwanted bins. A pity there is no mechanism for community engagement to do it better. |
