I cannot understand how Hounslow Council can justify this. They can't manage the rubbish on the High Road, so how badly is this going to executed I wonder?
Those who wish to have a wheelie bin should be able to ask the council to provide one. But for many this is not welcome. This scheme is wrong for to many.
