There are several options for people in areas of poor coverage: o2 - have a "tu Go" app that enables calls and text to be sent / received over wifi. The also supply femtocell boxes. vodafone - offer femtocells... just go in to the Vodafone shop and buy one - there are about £100 three - offer a femtocell and a wifi calling app. They will also be offering wifi calling in Q1 2015 i.e. three phones will use an available wifi signal to make and receive calls without the use of an "app" EE - offer a femtocell and will also offer native wifi calling in the next 6 weeks. The only femtocell you can buy indirectly is sold by Nextivity and available for EE, Three and o2. Basically it's two boxes - one that's placed at the highest point in a building to "capture" a 3G signal and the other to repeat the signal in the lowest part of the building.
