Loraine, I'm just trying to help Abigail too, by steering her away from misguided advice. The normal appeal process does NOT involve TEC. You appeal either to the council or, if the council rejects your appeals, to PATAS. TEC are involved with parking penalties only if a council registers with them an unpaid penalty as an outstanding civil debt. This can sometimes happen if the normal process has failed to operate, such as a Notice to Owner not being received. You can then submit a Witness Statement to TEC that explains what has gone wrong with the process, and, if they accept it, they will cancel the debt registration. But TEC do not cancel the PCN. It is up to the council whether they pursue the PCN or not, and evidently LBH decided not to in your case. |
