Not all TMOs are published in the London Gazette. Probably most of the Hounslow ones are notified in the Hounslow Chronicle. I spoke to an enforcement officer this morning about the bay outside the Catholic Centre. She had not been notified of the change, and couldn't throw any light on why it was now for residents only. There are two long bays on the other (Library) side of the road which are for permit holders or P&D, running as far as the Hadley Gardens junction. If the council thought that there was too much P&D provision, why not make the bay next to Hadley Gardens residents-only, as it's outside houses, rather than the Catholic Centre bay which is outside a public building? The new sign is clear enough, but the road markings are appalling - virtually invisible, though the leaves don't help. I think it would be reasonable to argue that the new TMO (if it exists) can be enforced only if its provisions are indicated by the proper signs and markings on the road, and that the markings are patently non-compliant.
