I wrote to TfL about this. This is what they said: Dear Mr McCarthy Re.: Traffic signals on the A4, at the junction with Sutton Court Road Thank you for your enquiry dated 26 September 2014 regarding the traffic signals on the A4, at the junction with Sutton Court Road. Please accept out apologies for the delays you are experiencing on Sutton Court Road. At present we have a faulty detector on Sutton Court Road, which results in the green time not adapting to demand as effectively as it should. It is currently undergoing repair. Coupled with this detector fault, there is also very high demand on the A4 eastbound at present. So to ensure journey times are reliable on the A4, it is occasionally necessary to alter the signal timings to assist traffic. Unfortunately due to the volume of traffic on the A4, green time must be allocated from Sutton Court Road. Currently we are investigating new timings to assist the A4 whilst minimising the impact on Sutton Court Road. Once again, thank you for bringing this matter to our attention and please do not hesitate to contact us with any further concerns.
