Susan, you may be right, but a reintroduced rates would not need to have the same flaws. Actually a rebanded council tax would do it and have less space for grumbles/valuation appeals etc. As to the 'Westminster gets loads' objection, currently even Westminster (I'm pretty sure) gets subsidised by central govt which means not only drastic cuts for Lab councils when the Tories are in power (and no doubt the opposite) but that councils are dependant on central government for most of their funding: this is great if you're a Westminster/Whitehall control freak but is very bad indeed for local democracy. Anything which gives councils more control over their revenues must be good for local democracy. |
