The Treasury has always strongly resisted the idea of a tax being ring-fenced to pay for a particular area of expenditure - for instance, the one-time road fund licence which was meant to pay for the upkeep of our roads long ago morphed into vehicle tax which goes into the general taxation pot. Any revenue raised from a mansion tax would not be ring-fenced for the NHS, whatever Milibean Minor thinks. Anyway, they could quite easily arrange for revenue from new higher bands of council tax to go to central government, while the income from lower bands stayed with local government. |
