| Unfortunately trees are often caught in possession of those pesky things called leaves which they periodically lose control of and can then drop at random all over the place with no consideration for other users of the pavements and roads. Proud and majestic they are unlikely to creep away from the scene of their "crime" and this renders them too easy a target for punishment. |
