Susan, As far as I am aware there is no law against it - indeed some appliances like ovens have to be hard wired as 'plugs' only deal with 13A and an oven can be over that. As normal practice I do a fused spur to a 13A socket for the reasons of easy replacement as you should have a part P electrician wire a fused spur - but not to plug and unplug what should normally be a moulded 13A plug. So I think they meant that it is illegal for unqualified to wire into a fixed appliance as they would have to cut and strip the cable and then wire and test the device - but (as far as I am aware) all ovens are hard wired!
