Not quite the same circumstances, but a year or two back I came across a British national who had lived for many years in Australia and after serving a murder sentence there was deported back to the U.K. where he was allowed to pick up the pieces of his life and start again, as officialdom felt he was very unlikely to re-offend. I don't know much about Latvian law, but a murder sentence of only seven years seems to suggest there may have been extenuating circumstances in the case of Arnis Zalkalns. http://www.bbc.co.uk/news/uk-england-29251735 |
