"..whatever the outcome it's not something that's likely to be asked again.." History suggests otherwise if the vote is against secession. Both Scotland and Wales had to vote twice before they gained a majority in favour of setting up assemblies, and Quebec has - so far - voted twice on whether to secede from Canada. |
