The trouble with Prezza's proposals was that they were not part of a comprehensive, UK-wide system, and they were breaking England up into odd regions dictated more by the EU than any logical historical areas, without at the same time reforming arrangements at Westminster. In addition they were given a try-out by referendum in one region only. The Blair/Bean/Prezza constitutional changes, which created the Scots Assembly and the Welsh Senedd with widely differing powers and responsibilities and proposed to create regional assemblies in England with differing powers again, and further emasculated the House of Lords while leaving the arrangements for the House of Commons virtually unchanged, (and also created the GLA and the London Mayoralty) were a dreadful mish-mash which have led directly to the serious prospect of Scotland seceding from the UK. I guess the results of their foolish tinkering with the constitution were best demonstrated when they tried to prevent Ken Livingstone becoming Mayor and thought they had designed a system for Scotland which would make it impossible for the SNP to get an overall majority. The voters in both cases told them where to get off. |
