As John Redwood said on Breakfast this morning, there should be an end to lop-sided devolution. All constituent parts of the UK should have local assemblies with the same powers and responsibilities, leaving the UK parliament (preferably reduced in size) to deal with country-wide and international matters. The Plantagenet-era Council of the North, based in York, should be revived as an Assembly for Northern England, with a separate Assembly for Southern England, perhaps based in the Wessex capital of Winchester or the Mercian capital of Tamworth. The GLA could perhaps serve the same function for London, recognising its unique status as by far the largest city in the UK. |
