Vanessa - I'm pretty sure it's private money which will initially fund it - we'll just have to pay it back in bills over the years (paying more back because a) it's private money, borrowed at higher interest rates than public borrowing and b) Thames Water will want to make a turn on it as well as the banks) The reason there is no longer resistance in Chiswick is that it seems the tunnel will start in Hammersmith. If the start moves back to Chiswick (or indeed Mogden) I have no doubt all hell will break loose!
