Yes, although not all the dogs may have suffered a life of neglect - dogs are often given to rescue homes to rehome because the owners are too elderly or sick to look after them properly, or their circumstances change in other ways.   How awful if you were the owner of  a beloved dog that you thought was going to be rehomed to a loving family to find it had died in fear and agony.  And even if the child is found guilt of arson he will probably get a light punishment.
