Many people do clean up after their dogs but some of those don't want to carry the bags of poo about with them so they leave it on the pavement or chuck it over our garden wall!   They're almost as bad as the owners who don't pick up at all.
That's is one main reason why I won't have a dog in a built up area - I couldn't face having to pick up warm faeces and trot about with a nasty bag of poo - not for me.   I loved our dogs when living on a farm - what's a bit of dog poo compared with steaming cow pats?
