Andy, I appreciate that, being an ex-copper, you are toeing the party line. Nonetheless, you will, I hope, appreciate that there are lots of things to do when one moves house (you have doubtless had experience of that) and that informing authorities promptly of what most people would regard a triviality tends to fall down the list of things to do. The alleged offence was an innocent one and certainly not serious. As I have said, the bailiffs are quite willing to check out the address when a larger sum of money is involved but neither they nor Ealing Council (nor, interestingly, the Court) can be bothered when there is a prospect of getting someone to cough up this amount if they don't know about court proceedings. It is also interesting to note that no-one has bothered to outline the correct procedure in case a mistake (as in this case) has been made. In this case, I had to ask a forum - and lucky that Richard was able to help. Richard, Many thanks for your detailed comments. I have talked to my son and sent him your response.
