If it is, did it escape or is it allowed to wander?  If the latter I would have thought that would be against the law as a dog should be under the owner's control in a public place, if no owner is around it can't be.  It only has to see a cat on the other side of the road and dog and perhaps a car driver could be a gonner.  Hope the owner is insured for that, it could cost him millions.
