I haven't googled this so am completely ignorant in this regard but the letter doesn't sound accurate to me with regard to needing to establish the driver of the vehicle at the time of a parking offence - why would it be necessary ?. If this was correct no parking ticket would ever be valid unless the warden stood there until the driver returned to the drivers seat. Or is there some kind of special law which applies to parking on private land and the need to establish the driver ?. |
