To be fair to Carillion and to LBH, if there's an Ombudsman judgement and an associated restriction resulting from that, and the organisers were advised of that restriction, it leaves the Council in a no-win situation if someone complains - turn a blind eye and the complainant will take the Council to the cleaners, take action and be unpopular with lots of residents. The only real issue is whether the noise resulting from the amplification system really necessitated a complaint in the first place, or was it the case that because the complainant knows about the existence of the relevant restriction, as soon as he or she saw the amplification system they brought it to the Council's attention, without waiting to assess whether the resulting noise was really an issue/problem or not. |
