I also challenged my council tax banding when I moved into my current home about 2 years ago.  It helped me that I had always lived in the area and could make sensible comparisons with my previous homes.  I took photographs of similar properties in the area that were in lower bands (found the info on line but I honestly don't remember what sites I went on).  I believed I had a very strong case but the relevant body disagreed right up to a day or two before the hearing when they finally accepted I was right and they reduced the band and back dated the banding.  That didn't make any difference to me because I hadn't lived at the property for the relevant back dating period but would have been a nice refund if I had.  I can't remember where the office for the hearing was exactly but I think it was either Harrow or Uxbridge.  The process was a pain but it was a point of principle and I won!
